Los Angeles · Dental License Defense Guide

The Dental Board of California does not prosecute your case. A Deputy Attorney General does, from the Department of Justice licensing unit, and the hearing runs at the Office of Administrative Hearings before a judge with no jury. That matters when you choose counsel, because the useful question is not who sounds fiercest but who knows how that office builds a file. We compared three dental license defense lawyers in Los Angeles on State Bar of California records, what each firm actually does at board level, published fee terms, and verified Google reviews, then set out who each one suits and where each one falls short.

The short answer

Three firms, each leading at a different stage of a board matter. This is a shortlist rather than a ranking, and the review records here vary more sharply than on any guide we have run.

Dental License Defense in Los Angeles: the local picture

15 days
The deadline that ends careers by default
Once an Accusation is served you have 15 days to file a Notice of Defense. It does not need to be verified or follow any particular form, but if it is not filed the Attorney General can ask the Board to decide the case by default, and default usually means revocation. You lose the hearing you never asked for.
Two bills
The cost almost nobody warns you about
Your own lawyer is the first. The second is cost recovery: under Business and Professions Code section 125.3 the Board can order you to reimburse its reasonable investigation and prosecution costs as a condition of discipline, and it appears as a standard term in the Board’s own published guidelines. None of the three firms here publishes an hourly rate.
Free
Read the sentencing manual before your first call
The Dental Board publishes its Disciplinary and Denial Guidelines as a free PDF at dbc.ca.gov. It sets out the penalty range for each violation and the model probation terms an administrative law judge will work from, cost recovery included. Reading it tells you roughly what range you are in before any lawyer quotes you a fee.
What clients in Los Angeles say: The verified review records on this page diverge more than on any other guide in this series, and they are worth reading rather than averaging. One firm sits at 4.9 across 76 reviews with named licensing attorneys praised by a nurse and a licensure client. One has three reviews in total at its Los Angeles office, too few to mean anything. One sits at 4.0 across 39, with genuine praise for outcomes on tight deadlines alongside two detailed accounts of consultations that went badly. What almost none of them describe is a dental matter specifically. Ask each firm how many Dental Board accusations it has actually defended, and ask for a reference.

How we chose these Dental License Defense Lawyers in Los Angeles

We looked at firms defending California dental licensees before the Dental Board, then compared them on things you can check yourself: the State Bar of California licensee record for each named attorney, what the firm actually does at board level as opposed to what the page advertises, whether it publishes fee terms, the Los Angeles office it staffs, and the visible client reviews on Google.

The three are a shortlist, not a ranking, and each leads at a different stage. Firm details come from each firm’s own site and attorney bios, cross checked against Google Business Profile listings, State Bar of California licensee records and public attorney directories, plus the Administrative Procedure Act, the Business and Professions Code and the Dental Board’s own published guidelines for the deadline, cost and penalty figures. Bar numbers and disciplinary histories we could not confirm against the official State Bar search during this update are flagged on the page rather than filled in, and Google ratings drawn from fewer than 15 reviews are omitted rather than shown.

1. Kosnett Professional Licensing Defense

Best when the license problem started as a criminal charge
★★★★ 4.0 / 5 · Google · 39 reviews

The longest bar record here by a wide margin. James Victor Kosnett was admitted in December 1976, trained at Yale and UCLA Law, and built a Los Angeles criminal defense practice before extending it into licensing and academic discipline work. That lineage is the point. A large share of dental board matters begin as a DUI, a drug charge or a criminal conviction that gets reported to the Board, and the crossover between the criminal case and the administrative one is where cases are won or lost. As a dental license defense lawyer in Los Angeles for that kind of matter, this is the experienced hand.

What clients say
✓ Moved fast on a two day deadline
✓ Louis Kosnett praised by name
✓ Works with out of state clients
✗ Two detailed complaints about the consultation
✗ 4.0 of 5, the lowest rated here

Thirty nine reviews at 4.0, and the record splits hard. The positive half describes real outcomes: an unemployment appeal taken on with two or three days left when other Los Angeles firms had passed, and negotiated results better than the client expected, with Louis Kosnett named repeatedly. The negative half is about the first phone call rather than the work, with two reviewers describing being interrupted, called hours late and talked down to during an initial consultation. Neither kind of review concerns a dental matter. Read both halves before you call.

Why they fit Los Angeles: The right call when your board problem is downstream of something criminal, because a lawyer who has run Los Angeles criminal cases since 1976 understands how a plea gets reported and what the Board will do with it, and the clean 49 year bar record is a real credential you can verify in two minutes. The Superior Court writ work also means the firm does not stop at the hearing. Go in knowing the trade offs. This is the lowest rated listing on the page at 4.0, two detailed reviews describe difficult initial consultations, the dental page never mentions the 15 day deadline, and it repeatedly calls the regulator by a name the regulator does not use. Ask which attorney takes the first call, and ask how many Dental Board accusations the firm has defended.

2. Century Law Group, LLP

Best when the board matter sits alongside a business or partnership problem

The boutique litigation option. Edward Lear has been licensed in California since the late 1980s and runs a five attorney firm near LAX that pairs professional license defense with complex business, partnership and real estate litigation. For a practice owner that combination is not incidental. Board trouble often arrives with a co-owner dispute, a billing audit or a lease problem attached, and this is the only firm here equipped for both. Among California dental license defense lawyers it is also the only one whose page correctly flags the 15 day Notice of Defense deadline.

What the dental page gets rightIt is the only page among the three that states the 15 day Notice of Defense deadline and links the statute, explains that a default almost always means revocation, and describes the stipulated settlement route and the citation and fine alternative
Adjacent value for a practice ownerPartnership disputes, contract disputes and collection disputes sit in the same firm, which matters if the board matter arrived alongside a co-ownership fight or an unpaid receivable
A figure to checkThe page states California has more than 30,000 licensed dentists, citing a third party statistics site. Dental Board licensee counts run materially higher.

What clients say
· Only three reviews at the Los Angeles office
· Rating omitted, base too small to mean anything
✓ Edward Lear praised on a licensing matter
✗ One complaint about phone handling
· Firm’s own testimonials are State Bar and insurance work

Three reviews is not a record, so no rating is shown here. What can be read is one detailed account of Edward Lear on a licensing defense matter, describing him as approachable and clear, and one complaint about being brushed off on the phone by reception. The firm publishes a long testimonials page of its own, and those describe State Bar inquiries, Department of Insurance matters and a business partnership dissolution rather than any board healthcare matter. Ask for a dental or healthcare board reference directly.

Why they fit Los Angeles: The strongest fit for a practice owner rather than an associate, because a board accusation that arrives with a partnership dispute, a billing audit or a real estate problem attached can be run by one firm here instead of three. The Sacramento office is a quiet advantage given where the Board and the hearings sit, and the dental page is the only one of the three that gets the 15 day deadline right. The honest caveats are visibility and specificity. Only three Google reviews exist at the Los Angeles office, which is too few to show a rating at all, the dental page names no attorney, no dental matter appears in the firm’s own testimonials, and the page you land on is written for Corona rather than Los Angeles. Ask who would appear at the hearing and how many Dental Board matters they have run.

3. Chudnovsky Law

Best once a formal Accusation has actually been served
★★★★½ 4.9 / 5 · Google · 76 reviews

The other side of the table, hired. Four attorneys here are former Deputy Attorneys General from the Department of Justice licensing and health quality enforcement units, which is the office that drafts and prosecutes Dental Board accusations. Gillian Friedman spent 22 years there and the firm states she prosecuted more than 750 enforcement cases before switching sides. Jeffrey Phillips did 17 years in the same section. If you want California professional license defense lawyers who have personally built the kind of file now being built against you, no other firm on this page is close.

What clients say
✓ Licensing attorney named in the top reviews
✓ Board investigation interview preparation praised
✓ Strongest verified base here
· Criminal and DUI matters also prominent
· No dental matter visible

Seventy six reviews at 4.9 for the Los Angeles office, and unusually for this practice area the top entries are actually about licence work. One describes a complex state licensure case led by Gillian Friedman and credits her with saving a career. A registered nurse facing a Board of Registered Nursing complaint describes being prepared thoroughly for her interview. Kareem Aref is named on criminal and DUI matters. No dental matter appears in the readable set, so ask for a Dental Board reference specifically.

Why they fit Los Angeles: The obvious call once an Accusation has actually landed, because the people who drafted that document for a living now work here, and the 15 day clock leaves no room to learn the process from scratch. It is also the only firm on this page whose verified reviews describe licence defense work by name, at the strongest rating and the largest base. The caveats are focus and routing. The page you land on is a criminal and DUI homepage rather than the dental page, licence defense is one of three pillars, the founder’s address of record is Orange County rather than Los Angeles, and with nine attorneys the file may not reach a former Deputy Attorney General unless you ask. Make that the first question.

What to check before hiring a Dental License Defense Lawyer in Los Angeles

✓ Diary the 15 day deadline the moment you are served
A Notice of Defense must be filed within 15 days of service of the Accusation. It does not need to be verified or take any particular form, and filing it yourself to preserve the hearing is better than missing it while you interview lawyers. If it is not filed, the Attorney General can ask the Board to decide by default, and default usually means revocation.
✓ Say nothing to the investigator until you have counsel
The investigation stage comes before any accusation, and it usually opens with a letter or a subpoena for patient records. Anything you say in that interview can be quoted back in the Accusation. You are generally required to produce records, which is a different obligation from giving a narrative interview. Get advice on which is which before you answer anything.
✓ Read the Board’s own penalty guidelines first
The Dental Board publishes its Disciplinary and Denial Guidelines free at dbc.ca.gov. It lists the minimum and maximum penalty for each violation and the model probation terms, so you can see the realistic range before anyone quotes you a fee. If a lawyer’s assessment sits far outside that range in either direction, ask them to explain why.
✓ Ask about the second bill, not just the first
Business and Professions Code section 125.3 lets the Board order you to reimburse its reasonable investigation and prosecution costs as a condition of discipline, and cost recovery is a standard term in its model orders. Ask each firm what that typically runs on a matter like yours and whether settling early reduces it. This is the cost that surprises people.
✓ Look up the bar record yourself, it takes two minutes
The State Bar of California runs a free licensee search showing licence number, admission date, current status, office of record and any public discipline. Search the individual attorney who would sign your retainer, not the firm. Only one of the three firms here publishes a bar number on its own site, and several named attorneys have none published anywhere.
✓ Ask how many Dental Board matters, not how many licence matters
Every firm on this page defends licensees across many boards. That is not the same as knowing the Dental Board’s dental consultants, its citation practice and the deputies who prosecute its cases. Ask for a number, ask how many reached a hearing at the Office of Administrative Hearings, and ask for a reference. Vague answers tell you something.

Dental License Defense Lawyers in Los Angeles: frequently asked questions

How long do I have to respond to a Dental Board Accusation?

Fifteen days from service, under Government Code section 11506. You file a Notice of Defense, which is what preserves your right to a hearing. It does not need to be verified or follow a particular form, so there is no excuse for missing it while you shop for counsel. If you do miss it, the Attorney General can ask the Board to take a default decision, and in practice that means revocation without anyone ever hearing your side. The investigation stage before the Accusation usually carries its own deadline, commonly around 30 days, set out in the Board’s letter.

Who actually prosecutes my case, and where is it heard?

Not the Dental Board itself. The Accusation is filed and prosecuted by a Deputy Attorney General from the Department of Justice, and the hearing runs at the Office of Administrative Hearings before an administrative law judge under the Administrative Procedure Act. There is no jury. The judge issues a proposed decision which the Board can adopt, modify or reject, and a Board decision can then be challenged by writ of mandate in Superior Court. This is why prosecutorial background matters more here than courtroom theatrics.

What does a dental license defense lawyer cost in Los Angeles?

Almost always hourly, because there is no money recovery to take a percentage of, and none of the three firms on this page publishes a rate. Ask for the hourly figure, the retainer, and a realistic estimate to reach a hearing, and ask whether the criminal case and the board case are billed separately if you have both. Then ask about cost recovery: under Business and Professions Code section 125.3 the Board can order you to reimburse its investigation and prosecution costs if discipline is imposed, which is a second bill entirely.

Will the accusation be public even if I win?

Pending accusations are posted by the Board, and that exposure begins before anything has been proven. This is one of the strongest arguments for engaging counsel during the investigation stage rather than after the Accusation is filed, because a matter closed at investigation never becomes a public document. Ask each firm how often it has resolved matters before an accusation was filed, and what it does about the record afterwards if one already exists.

What outcomes are possible other than losing my license?

Revocation is the extreme, and it is uncommon. The realistic range runs through a citation and fine for minor violations, a public reprimand, probation with monitored practice and additional coursework, suspension, or a stipulated settlement negotiated with the Deputy Attorney General that lets you keep practising on terms. The Board’s published guidelines set out which range applies to which violation, which is why reading them early is worth more than any reassurance a firm gives you on the phone.

My case started with a DUI. Does that change anything?

It changes the sequencing, and that is where cases are lost. A conviction gets reported to the Board, so the criminal plea you accept can determine what the Board later charges. Decisions made in the criminal case without thinking about the licence consequence are very hard to undo afterwards. If you have both matters live, ask whether one firm is running both, and if not, who is talking to whom. Rehabilitation and monitoring routes may also be available, and self-referral is generally viewed more favourably than being found out.
